User Choice Funding

The User Choice 2010-2016 program provides a public funding contribution towards the cost of training and assessment services for eligible Queensland apprentices and trainees.

The program aims to provide funding aligned to the skill needs of industry and respond to changing government priorities.

The program works in conjunction with the Commonwealth Australian Apprenticeships System, under which apprentices and trainees (also known in some jurisdictions as “Australian Apprentices”) enter into legally binding training contracts with their employers and receive structured training to achieve a nationally recognised qualification.

Eligibility Requirement

Individuals who are 15 years of age or older may be eligible to undertake an apprenticeship or traineeship in most occupations. If you are under 18 years of age at the start date of your apprenticeship or traineeship, your parent or guardian must provide signed consent to the apprenticeship or traineeship, if appropriate, amongst other responsibilities.

Cost of Training:

• Student Contribution Fees are set by the government
• Student Contribution Fees are a Participant’s contribution to the cost of tuition.
• Student Contribution Fees under the User Choice program in 2014 are set at $1.60 per national nominal hour for each Unit of Competency/Module to be calculated at the commencement of the Unit of Competency.
• Student Contribution Fees are adjusted annually and all PQS will be informed by the Department of any changes to the Student Contribution Fees.

Courses Available

 Refund Policy

If a refund is requested prior to commencement of the course, a full refund minus the initial non-refundable administration/materials fee will be given. Any request for a refund must be on the Refund form available at the office and included in the student information package.

If a student/client wishes to change enrolment to another course delivered by Affordable Industry Training fees paid (minus the non-refundable portion) are transferable to the new course. A second administration/materials fee will be charged. If the student/client is transferring to a course of the same qualification/level the Administration/material fee will be 50% of the original administration/material fee.

Once training has commenced in the course/competency no refund is available to students who leave prior to finalising the course/competency unless the student/client can provide a medical certificate or show extreme personal hardship. In this case, fees may be refunded on a pro-rata basis, minus the administration/material fee. Refunds are at the discretion of the owner of Affordable Industry Training. However if a student wish to complete a course/competency in a future course, the remainder of the original fee can be credited towards that course, providing the course is within six (6) months of the original course. A student should request an “Application for refund form” from the office.

Should Affordable Industry Training cancel a course, students/clients are entitled to a full refund including administration/materials fee (or pro-rata adjusted refund) or a transfer of funds to another course, or remaining funds credited to another RTO for completion. In this event students/clients will be given their preferred option.

Certificate 3 Guarantee Funding

A core element of the Queensland Government’s Working Queensland jobs plan is ensuring Queenslanders have access to quality training programs that deliver effective skills to meet employment and business demands. The Certificate 3 Guarantee supports eligible individuals to complete their first post-school certificate III level qualification and increase their skills to move into employment, re-enter the workforce or advance their career. It also supports Queensland’s Year 12 graduates to transition to employment by providing fee-free training in high priority qualifications.

Eligibility Requirement

To be eligible to enroll in the Certificate 3 Guarantee, prospective students must:

• be aged 15 years or above and no longer at school (with the exception of VET in School (VETiS) students — see the VETiS fact sheet for more information)
• permanently reside in Queensland
• be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen
• not hold, and not be enrolled in, a certificate III or higher-level qualification, not including qualifications completed at school and foundation skills training

Please note you will no longer be eligible for subsidized training under Certificate 3 Guarantee once you have completed a certificate level III qualification.

Cost of Training

• Given the increased benefits that you can gain from a Certificate 3 Guarantee qualification, you are required to contribute to the cost of your training through a student co-contribution fee, payable to the training provider.

The fee may be paid on your behalf by an employer or a third party but cannot be paid by the training provider

Concessional student status applies when:

• the student holds a Health Care concession card or Pensioner concession card issued under Commonwealth law, or is the partner or a dependant of a person who holds a health care concession card or pensioner concession card, and is named on the card
• the student provides the training provider with an official form under Commonwealth law confirming that the student, his or her partner, or the person of whom the student is a dependant, is entitled to concessions under a health care or pensioner concession card
• the student is an Aboriginal or Torres Strait Islander
• the student is a school student and is enrolled in a VETiS
• program (may include youth in detention)
• the student has a disability
• the student is an adult prisoner.
